What organization came with the slogan, "People First" and "People with Disabilities", instead of?

Using terms such as "disabled person" "wheelchair bound", "handicapped person". I still live in a region that uses Mental Retardation in their company name and they give checks to their vocational rehab worker with the company's name on it. So the area I live isn't as progressive as some others.
