My 76 Chevy pickup won't pump fuel what could be wrong?

I have checked the fuel lines, replaced the fuel pump and fuel filters. When I put gas in the carburetors it runs for a second or two. When i check the fuel lines gas isn't being pumped and I know the pump is on right.
