My Dell Inspiron 1318 laptop won't charge the battery ***PLEASE HELP***?

Ok i have a Dell Inspiron 1318 and the laptop won't charge the battery. I tried to go to the DELL website and download the Bios but it says i need at least 10% of battery n i have 0%. When i unplugg the charger the computer completely turns off.. and doesnt work if the charger is not plugged in.. Uhmm the battery place say ( plugged in, not charging) PLEASE HELP!!!
