In cases of domestic abuse where female is abuser is it prejudiced for women (or men) to defend her...?

The must arrest clause is definitely flawed. I don't know what the exact statistics are on female vs. male DV arrests. I have seen at least 2 women get arrested for DV but the guy pretty much has to be beaten to a pulp for that to happen. I blame a lot of that on the police and their training.
